This is fairly simple.
Go into the Front viewport and under the Create tab, select Shapes, then Line.

You can now draw out the shape of the glass you want. Here is what I drew.
Once you have drawn the shape of the glass you want, go to the Modifier stack and select Lathe. Under the Lathe setting select Weld Core, and set the alignment to MAX.
Now just scale your “Shot glass” to be in proportion with the bottle.
Next we will as caustics to the scene.
Caustics are another word for the light refracting through glass. To obtain any realism in your scene, this is needed.
Right click on all of your glass objects and go to Object Properties. Under the mental ray tab, select Generate Cautics.

Now, hit F10 on your keyboard. This brings up your Render Scene dialog box. Go to the Assign Renderer under the Common tab and select mental ray as your renderer. Click the box next to where it says Default Scanline Renderer. Now, still in the Render Scene dialog, go into the Indirect Illumination tab and scroll down until you see the Caustics and Global Illumination drop-down. Enable Caustics.

Now add lights to your scene. For this tutorial I added two mr Area Omni and positioned them like so:
