We have to remember the same property when we paint a dripping surface.The volume of water is larger at the beginning, than becomes smaller asthe water detaches from the object and looses the grip.

A great way to generate the effect of water in motion is using brush in "dissolve"as "blending mode", than giving it a "gaussian blur" (filter/blur/gaussian blur).
